activation problem

I have bought a new laptop and wish to activate my
publisher 2002 programme which I already have installed on
my other computers. Why do I get a message saying that it
is already installed on another computer, and won't allow
me to install it on my laptop?

You don't go in for reading EULAs much, do you? You state computerS, plural,
which means you're already in violation.

Retail: ONE desktop and ONE laptop providing that

a) They are *NOT* in simultaneous use and
b) They are for the *exclusive* use of the original licencee

Please note that if you wish it to be installed on two like systems, then a
licence is required for each.

OEM: The computer it was first installed on (be that the one it came with or
the one you first installed it on) *AND NO OTHER*. If something happens to
that first computer, then the licence is deemed to be void.

If Publisher 2002 is retail, and you've installed it on two like systems
already, then that's a violation. You will need to remove it from all
systems bar one, and you may then install, and activate it on your laptop.

Otherwise all the other systems require licences.
