Active Directory Resource Pool Synchronization

Running PS 2007, with SP1 applied.

When processing Active Directory Sync for groups, I am getting the
non-resource pool groups to sync just fine.

When the resource pool sync runs, I am getting the following for multiple
users:

A resource was deactivated in Project Server during Active Directory
Synchronization because the user is no longer present in Active Directory.
Resource GUID: 7f11b929-e33f-4d53-a270-338bd9d08b98. Resource Name XXXXXXXX

The user is in AD, so I do not understand why they would be marked for
deactivation.

Now, even more disconcerning, is that when members of the other groups, such
as Administrators or Project Managers are synced, I see the following as well:

A resource that was marked for deactivation during Project Server Active
Directory Synchronization was not deactivated because they are a member of
the Project Server Administrators Group.

Shouldn't the resource pool sync just mark the users as eligible resources?
I was under the belief that if a user is to be marked as both a project
manager and a resource, you add them to both groups, Project Managers and the
Resource Pool. The AD sync for PM's should add them to the users group, and
the resource pool sync would then mark them as an assignable resource.

What am I missing or doing wrong here?
