Activecell valued used in formula

I would to write a formula that calulates its value based on the current
selected cell. As the user selects different cell the spreadsheet should
recalculate.

The formula in a cell does not change when you change the selection, and
there's no way to force it to change.

You can set up a SelectionChange event macro that calculates the value and
places it in the cell. (You could have it change the formula and put the
formula in the cell, but I don't see an advantage to that unless the formula
is very complicated.)
