Add to PAB or Contacts Missing

Using Outlook XP with an Exchange 5.5 server on a W2K Pro
box. When I open a new email to read, normally I can
right click on the sender's email id in the header and
select Add to PAB or Contacts. Now the option is disabled
or missing. How can I get the option back?
