adding new master

I am working with 2003. I have a title master and slide master. I want to
add a second master based on my slide master but with a different
background. Is there a way of doing this without starting over?

Go to View > Master > Slide Master. From there you can go to Insert > Duplicate
Master. Then edit however you like, including changing the background.
