Adding watermark to existing OneNote 2007 pages

What is the best practice to add a watermark to a set of existing pages in a
notebook?
I have an existing notebook that contains sections are that are considered
"Draft"
or "Company Confidential" and would like to watermark these pages before
I share my Notebook with my group?

Then at some point in the future, I would like to be able to change the
watermark to a
different watermark, such as "Final", or "Obsolete", or remove it entirely.

Assuming there is a way to change a page template after the page has been
created,
(I haven't figure this out yet), should I do this by applying different
templates?

Or should I create an image of each of the text string (anyone know how to
do this
with WordArt?), then set as background image.

It would nice to have a similar to see a similar watermark functionality as
in Word 2007.

Your suggestion of creating various images in an external graphics
application and then setting as the background seems to be the best bet.
