Adjusting actuals and syncing actuals

I am on PS2003 and I believe we are current on our patches. I am using
managed periods and users update their actual hours and remaining hours. I
have milestones that are not assigned to anyone. When I go into project to
manually change the progress to 100% when the milestone has been reached, I
get a message that says that acutals may be out of synch and Do you want to
sync the actuals when you save this project. If I DO NOT synch them, the
updates that I made are published and are fine, however, the next time a user
goes in and updates their actuals, when I go to update, I get the same
message and if I select to NOT sync, the users actuals don't get updated
either. What am I doing wrong. In a nutshell, I want the users to update
their own hours and I should be able to update tasks that are assigned to
"non enterprise" resources and update milestones. Please help!

If you are using SP1 or SP2 with Microsoft Project Professional 2003, then
the system will allow you to update Milestones to 100% complete without
showing you that dialog. If you attempt to manually enter ANY actuals other
than Milestones in the Microsoft Project plan, then you will see the "out of
sync" dialog. Your organization's use of Managed Time Periods assumes that
ALL actuals come from PWA. This means that team members must provide all
task updates from their View My Tasks page, and if you need to adjust
actuals in any way, you must do this from the Adjust Actuals page in PWA.
