Adjusting web page for different size monitors

How do I adjust the web page that I am designing to fit
different size monitors. Example I design it using a 17"
monitor, someone else accesses the website with a 15"
monitor and everything is jumbled. Is there a way to
adjust it when designing it so it appears how it was
designed?
