Try the following:
1. Open SQL Enterprise Manager
2. Select your Project Server Database
3. Open Tables and right click MSP_WEB_RESOURCES
4. Select return all rows
5. Delete the contents of WRES_PASSWORD fpor administrator
6. Close table and exit Enterprise manager
