Aligning pictures randomly with Frontpage

I'm looking to configure a web page with pictures but I'm
not sure which order to place the pictures until after the
page has been launch/I'd like to move a picture from one
picture box to another. Can I accomplish that with
Frontpage 2000, if so how?
