I am working with Office 2003, and am trying to create a jpeg image of a
spreadsheet to put on a web page which can be shown in any web browser. The
2003 software version only creates TIFF images from what I can search.

Having the option and capability to create images in about all the availble
formats, including jpeg, saves time used in scanning to set to another format
and lets you use your images in more applications.

Hi Don,

I'm not clear in the result you're looking to achieve.

Each of the Office apps can save as a web page and
previewing as a web page will create JPG graphics
of inserted pictures, including a screen capture
pasted back into a blank document using
Edit=>Paste Special.

MS Office Document Imaging creates TIFFs.
MS Powerpoint and MS Publisher can both save
pages as graphics formats.

Dedicated graphics apps will have more capabilities
including http://www.irfanview.com to http://www.techsmith.com
to items such as Adobe Photoshop, depending on the editing
capabilities you need for your graphics.
