Alt # for shortcut keys

Can someone explain the use of the keypad for shortcut keys?? Is there a
logic to this? I've assigned numeric keboard shortcuts to several tools on
the toolbar by leading the name in the customize dropdown with an &, such as
&1ASAP for the Red Flag. This works fine for ALT + the keyboard numbers but
when I use ALT + the keypad Outlook jumps to the top of the INBOX, regardless
of which keypad number I choose. I CAN get the keypad to work if I press and
release ALT and then choose the keypad number. Can someone please explain
the logic/process that is in play here?
Also wondering if I can lead the name with a diff character to expand the
possibilities, such as CTRL + key or WIN + key.

And while I'm at it, using the self defined toolbar shortcuts seems to be
limited in that the tool must be visible. So if I reduce the size of the
window such that the tool is cut off the shortcut no longer works. Is there
a way to overcome this?
