anchoring text to graphics

Having a problem getting text to stay with a graphic when the text or graphic
is moved. We've followed instructions in the "How to place text over a
graphic in word" knowledgebase article and have tried attaching the object to
a paragraph so that they move together - from word help. We must be doing
something wrong as this does not seem to work. Does anyone have any sure
fire way to get this to work everytime? Should a text box be used or should
this be done with the wrapping text style in the layout tab of the format
picture? Could it be that we are selecting the text/graphic to be moved
incorrectly?
