Anchoring Toolbars in Outlook 2003

How do I anchor my toolbars in MS Outlook 2003? Every time that I close and
restart Outlook my toolbars reset themselves, I would appreciate it if
somebody could provide a brief tutorial as to how I can correct this issue.
Several options within the Customize option happen to be greyed out and
inaccessible, just in case that was the first suggestion.

You mean reset themselves in; when I add a button and restart Outlook the
button is gone?

If so locate outcmd.dat (hidden file) and rename it to outcmd.old to
completely reset the Toolbar.
