I've seen it; I know it can be done! how do I get inserted clip art to animate in Outlook email message and retain other rich text formats?

This is a good site to get clipart. Find what you want, right click on it,
left click copy, open OE, create mail, paste in message body. You can move
it with the cursor, or click on the animation once, and you will get the six
"handles". You can also create a new folder and save animation in it. Then
when you create mail you would click "insert" , "picture from" and go to the
folder and click on the animation you want to insert.
