Animated gif in Signature

My signature doesn't animate the animated clip art. Also it doesn't play
sound when I receive emails, is this related? I am more interested in
getting my animated clip art to move when I send it out.

The easiest way I have found to do this is:

1) Change your format to HTML. (Tools > Options > Mail Format)
2) Create a signature. Leave your cursor where you want to insert the
animated .gif.
3) Open the saved animated .gif with Internet Explorer. Right-click on it,
scroll to copy.
4) Go back to your signature, right-click and paste the animated .gif in the
location you want it. Save.

Test it. You may or may not see it animated in your email. This will not
work if you use Word as your email editor.
If you want to use Word as your email editor, you'll have to create the
signature using Word and then refer to the template in Outlook.

That doesn't work, the picture shows up, but it isn't animated. I know that
it would be static when i', composing, however, in my sent it is still static
and also, when I send to someone else it is static. Any other options?
