apostrophes & quotations garbled

I am running outlook 2000 on win 98SE. When I use
quotations or apostrophes in outgoing messages, they aften
come out as garbled characters. When I am typing they are
fine, but when I look in the sent folder, they are changed.
Any suggestions?
