Applying theme Frontpage 2003

In appying a theme, I've followed all directions (I think) but in doing so
only the background, not the banner or anything else, is tranferred to the
selcted page. I've tried over and over, have three books here to direct me,
but no luck. Any help appreciated. I have to be missing something.

Have you placed the pages into which you are applying the theme into the
Navigation page of the program to create a navigation structure? Until you
do the banners and navigation bars will not function.
