Arranging mail in inbox does not sort properly - Outlook2002

When trying to organize items in the inbox by importance
you would expect the items after the important items to be
listed in chronological order....why doesn't this happen?
This is the way it happened in Outlook 98...any help is
appreciated....

Go to View | Current View | Customize Current View, click the Sort button,
and set your preferred sorting columns and sort order there.
