assignment units and sync to protected actuals

Dear All,

we are using project server 2003, sp 2a and managed time periods.
We are using fixed Duration as task type.
We are facing an issue that I cannot explain - maybe some of you can help me
out.

1. Whenever actuals get out of sync in the project plan by mistake and I
click on sync to protected actuals when saving, most of the remaining work is
distributed incorrectly. As an example all remaining work is put to one day.
Another example is that the duration of a fixed duration task is extended by
months (because one assignment is changed).

2. When I look at the assignment units in the task usage, I see that those
are incorrect.
As an simple example I have a task with 38 hours of work per week and one
resource assigned. As default working time per week is 40 hours the units
should be 95% (contour: flat) - instead 100% are shown. I cannot change that
units when I have fixed duration as task type, MSP just does not accept the
change. When I switch to fixed work or fixed units I am able to change the
units to 95%. I can still see the 38 hours per week in the task usage.
Now I switch back to fixed work and publish the project. After some time I
re-open the project and the assignment units are again 100%.

I guess these strange units cause the issue described under 1.
But I have not found out how to solve this yet.

Marple:

You set the percentage of units at the time you make the assignment. After
that, % units represents the "peak usage" for the resource. So, if you
assign a resource 38 hours in a week, the system sets the units to 95% or
vice versa, if you set the percentage of units to 95%. However, the first
day that the resource reports 8 hours, the units will change to 100% to
reflect the peak usage. Similarly, if the resource reports 42 hours, the
units will jump to 105%. This does not affect the underlying assignment
percentage. If you apply a view that shows work by day, such as the Resource
Usage or Task Usage views, you will see the proper assignment contour unless
you have rescheduled the work. In any event, % units will continue to
reflect peak usage.
