at times i have to reboot to start Outlook 2003, any help?

Sounds like you have a 3rd party application or addin that isn't letting
Outlook close properly. Try bringing up the task list (start > run >
tasklist.exe > ok button) to see if Outlook is still running when it won't
start. (check the processes tab)

Not sure if this helped or not? The problem did happen again and tried what
you suggested but the screen only flashed up momentarily and not sure what to
'click off' so the screen may appear. Did look at the task manager and under
Processes did see the words OUTLOOK.EXE appear twice. Now this is a new
computer and Office was already downloaded on it.
And please I am not that knowledgeable abt 'computer mechanics'. Thought I
should download the Office 2003 Service Pack 3 but it's already on
here..........

It does. Select/highlight one of the "outlook.exe" process and then select
the end process button down at the bottom. This will inform the operating
system to force close the application. Now one of two things will happen,
both "outlook.exe" will be removed from the list or the Outlook window will
be displayed.

Outside of that, I can't be of more help because I have no idea what your
computer has installed on it. I just know there are 3rd party applications
(e.g. Fax, PDA Software, .etc) that can interfere with Outlook shutting down
right.
