Attached messages can't be opened

We have several people on our network that are unable to
open attached messages from within Outlook 2002. The
attached message is still available from Outlook Web
Access. While in Outlook, if double clicks the
attechment, the following error is generated:

"The form required to view this message cannot be
displayed. Contact your administrator."

Each machine that has the problem had Office 97 apps
installed along with Outlook 2002. The machines have
since upgraded to a full install of Office 2002.

I've carried out the step in Q305403 and Q195754
knowledge base articles to no avail.

Any ideas about how to fix this problem?
