Attachments appearing in messages rather than as atached files

In outlook express, attachments that I am sending (photos)
appear within the email rather than as attachments. You
can see the picture withn the email but when you click on
the attachment it is greyed out. Anyone know how to fix
this?

Tools-> Options-> tab Security-> Do not allow...
