Auto Archive - Retention Policy

I just bought a Dell 4600 with Windows XP Pro and Office
2003 Small Business pre-installed.

I went through my folders and set auto archive limits for
each, but they don't archive. At he bottom of the
archive set-up screen is a notice that "The administrator
has not set retention policies.

I searched the Microsoft Knowledge base for a method to
set retention policies and found one at

It says: (in part) By using Group Policy with the Outlook
policy file (Outlk11.adm), you can lock down AutoArchive
settings for users. In Group Policy, AutoArchive policies
are located under \User Configuration\Administrative
Templates\Microsoft Office Outlook 2003\Tools |
Options\Other\AutoArchive. You have a number of options
for AutoArchive settings, including how frequently to run
AutoArchive and whether to prompt users before running
AutoArchive.

But I can not find Group Policy or any of the items they
list as under User Configuration\yadda, yadda, yadda...

Can anyone help?
