auto reply to incoming mail

With ol 03, is there a way to have an "auto reply to message" rule set up,
so as soon as an e-mail from a someone arrives, that an auto reply to e-mail
header comes up, ready for me to type my reply?

As far as I know, no. You can have a message sent but I don't think you can
have a message simply started.
