how do i make the to: e-mail address autofill so that it
recognizes and shows the rest of the letters in the field?

for example, if i want to write to
"(e-mail address removed)", and i type j, the rest of the e-
mail address should appear, but it doesn't. how do i set
autofill on so that it does?

No such feature until Outlook 2002. Always post your version. Saves a lot of
time when we don't trying to guess your version and then post the wrong
answer.

Assuming you mean Outlook 2002, there are three requirements:
1. Enable the "suggest names..." option in Tools > Options > Preferences >
E-mail Options... > Advanced E-mail options
2. Type at least three letters of the name into the To: field.
3. Make sure you have sent a message to this recipient at least once before
so that the name will be in your autocompletion cache. Autocompletion does
not use your Contact information.
