Autoforward using a rule

I think that the "autoforward" option in Outlook rules should allow you to
specify some text to add to the message string (as if you had forwarded the
message, typed in your email message, and hit send).

This can currenlty be accomplished using a rule that runs a script, but it
turns out to be pretty complicated. I'm thinking something like a rule
selection that reads "forward to *people or distribution list* and append
*this text*" where you type in the text you want added to the top of the
forwarded email. Either that, or it could let you pick an email template
with the language that should be inserted. Seems like there are lots of post
from people who are trying to do this kind of thing.
