Okay. Since your Subject says it all, and since it doesn't pose a question,
then expect no replies because you didn't ask for any help. For all you've
told us, auto send/receive WORKS on startup of Outlook 2003 and you simply
want to declare the obvious.

My apologies , my problem is that auto send/receive doesn't start on
startup of Outlook 2003 and that i don't read what i write , once again
sorry for that and any help would be appreciated

I saw in another topic a suggestion to set the send/receive intervals
to 10 min ( i had them at 1 ) and it did the trick

Did you check if Outlook is scheduled to automatically poll for new mails?
I have OL2002 but navigation in OL2003 should be similar. Under Tools ->
Send & Receive Settings -> Define Send & Receive Groups, check that a
non-zero scheduled interval is specified and it is enabled in Online mode.

Under the same above dialog, you can edit your send/receive groups to check
that each account is enabled and that each account has Send and Receive
options enabled. It is possible to add accounts which then you choose not
to enable for Send, Receive, or both (i.e., you want them defined but not
used).

One minute is FAR TOO SHORT. You have no need to be getting updated that
quickly because you couldn't even manage to read all your mails in that
time. While one mail poll is in progress, it could take longer than a
minute and then you do another mail poll while the first one is still in
progress. If the second mail poll blew off the first mail poll then you
would abort retrieving messages in the first mail poll and re-retrieve them
in the second mail poll. Five minutes is about the minimum for the poll
interval. The slower your connection or the more busy the mail server the
longer should be the poll interval.
