Automatically load Office shortcut bar when in Outlook 2003

Is there a way to automatically load the Office shortcut bar (from previous
version) while using Outlook 2003? When I exit out of the toolbar it prompts
that it will automatically load when Windows is loaded but it does not. Does
something in Outlook 2003 override this function? Is there a way to disable
it? Thanks~

Yes, I understand that the shortcut bar is not included in Outlook 2003. I
guess I should have explained...I have both Office 2000 and Office 2003
installed simultaneously. But I am also aware that you can run both
installations so that you can still utilize the shortcut bar. My question
is, I would like to know how/if it is possible to automatically start the
toolbar when loading Office 2003.

as a side note: Having the solution's description called "Office Shortcut
Bar (OSB) setup, startup, and exit behavior is different from earlier
versions of Office" does make it harder to search for.
