Automatically opening attachments

We have a user that we are having problems with setting.
When you open an attachment in Outlook, it goes to
the "Opening Mail Attachment" dialog box and asks if you
want to open or save. We tell it "open" and don't ask
again.

Several weeks later, it starts asking again. Is there an
issue with this feature? Are we doing something wrong that
it will all the sudden start asking again?
