background for publisher brochure

i want to put a plane as the background for my aerospace engineering brochure
but the publisher will only let me put color fills as backgrouns so how can i
get the picture as a background?

Publisher will tile the background using John's method. The best way would to
insert the picture onto the Master Page (ctrl + m), stretch to fit and select
wash-out on the picture tool bar. (click the icon that looks like a bar chart)
