Background picture in a table or cell

I'm trying to insert a picture in the background of a
table or cell.
The "use background picture" is grayed and will not allow
putting a path to the image.

I can manually enter the path by typing in the code, but
that is the hard way.

I cannot find where this function is locked. Opening the
same web site on another PC using front page can insert a
background picture. So the problem must be somewhere in
the configuration of FrontPage on this PC.

Open your web in FrontPage,
Click Tools > Page options and select the Compatibility tab.
set compatibility to Custom.
Click "Apply."
