Background "watermark" isn't background

When I go through the steps to make a background picture
(http://www.publishermvps.com/Default.aspx?tabid=76)
and print preview it looks fine, when I print it is all the same intensity
and there is no background effect for the picture.

It worked with the first one I ever made but using that one as a starting
point, every one since has not worked, just prints like it is a picture in
the foreground.
A fix for this?

Are you using the transparency options or the watermark option in Format
Picture?

Using both.

I found that I must save the picture with the washout effect first then use
that picture each time instead of the original to make it work.
The washout effect isn't saved in the document when copying the document and
changing it, it reverts to the original and the washout effect no longer
works although it does show up in print preview.
