How do you untile or strech a personal picture used in the background for a
post card I am making????

I recommend not using the "background" feature in Publisher. If you go to
View > Masterpage, then insert your photo and stretch to fit the postcard,
then go back to View > Masterpage to go back to the main page, you will be
all set.
