Banning entry to web site?

Is there any way to ban someone (by ISP)from entering a
web site? I do not understand Cookies.

Technically speaking it is possible to block access to a site using IP
addressing. Pragmatically speaking it is impossible to block access
to a website using such an approach as all the unwanted visitors need
do is use a computer with a different IP address ad infinitum. Thus, it is
a waste of time and effort playing cat and mouse games.

Blocking by ISP would block everyone from
AOL or Earthlink etc.

Blocking by IP could block everyone from AOL
for example, as AOL uses proxy servers.
Blocking by individual IP, would not keep
one particular person from accessing the web site,
as all they have to do is log off and then back on
and they have a different IP address, unless they
have a static IP.
