Black progress line in the Project Center

We have several projects that do not seem to show the progress (Black Line)
properly in the Project Center. One project was properly updated (took
updates from resources and Accepted and Updated them in PWA and then went to
Project Pro, set the status date and performed the Tracking, Update Project,
Schedule uncompleted work to start after functions. For most of our projects
this works fine, but a few of them the line does not fully progress. One
project shows progress through May 23 even though inputs were accepted and
progress statused as of June 10. Any ideas?

Are your people clicking Collaborate - Publish - All Information after

-- Yes, I took control of some of the projects to see if the process of entering and publishing was not being followed consistently - but still the black line is several weeks behind when the 'proper' process (including Publish All) is followed.
