block attachments

Hi,

I need to be able to block attachments from being sent from outlook.
Is this possible. Is there a group policy add-in that will allow me to
do this. I don't have exchange server.

I installed the group policy adm for outlook 2002 yet can't find anything
refering to blocking attachments from being sent.
