You can customize the installation to lock down certain items but, in my
opinion, locking out Signatures is not a good idea. What happens if you
have a custom company signature and your telephone number changes, or you
need to add a website to the signature? What if the employee needs a
non-company signature for some reason?
Unfortunately, "There are seldom technological solutions for behavioral
problems." I would suggest a 30 minute training course for employees once
you decide to deploy Outlook, covering the new settings and giving a brief
but forceful explanation that certain items are NOT to be changed.

| I'm trying to DO NOT allow users to make changes to some/all outlook
| 2003 settings (signs, accounts, delivery behavior)... first of all,
| cause OL03 has many interesting new things.. the users could mess
| around and this is not a very pleasant scenario
