Blocked Attachments in XP

Without Exchange if a stand alone user in Outlook XP it
would appear to block all sorts of attachments that I
might want including some URLs!! Is there ANY way of
stopping these Level 1 blocks if one doesn't have
Exchange? All seems a bit like Big Brother otherwise.
