Blocking a site

Hello.....
I have used FP 2003 for building several sites and would like to know if
there's a way to block a particular person from viewing the site.

That would have to be done by the host on the server, it's not a function of
FP.
The host should have the ability to block IP addresses. However, many
people have dynamic IP addresses that change periodically, so it's pretty
well pointless.
