Blocking emails in Outlook

Is there anyway to block emails within Microsoft Outlook
(not Express) in the same way it can be done with Hotmail
on-line ?

I've looked at Rules but can't seem to see anything in
there that will do the job.

what version of Outlook? I think it's only available in
2000 and above (under Organize)
