Blue Underlining

Have a mystery on my hands. I e-mailed a Word 2000 document to Person X, he
returned it to me with typing, I then saved the revised doc. to my computer
and e-mailed it to Person Y, who has Word 2003. When Person Y opened the
document and started typing, everything that was already there and what he
added was underlined in blue squiggles. At first I thought this was a Track
Changes issue, but the document did not have Track Changes turned on. When I
saved the revised, revised doc. from Person Y to my computer, I do not have
the squiggly lines - they are only on Person Y's document. What could be
causing the blue squiggly lines?

Person Y has the editing options set for mark formatting inconsistencies
(Tools > Options > Edit tab).
