How do I create and insert my own design for a border for a flyer?

I use Publisher 2007.
Do you mean that you want a choice from hundreds of borders? If so, go to
Insert/clipart/. This takes you to a web page which displays hundreds of
design borders. Paste/copy from there.
If you mean "how do I create the design" well the design that is in your
head can only be created by you. Once you create that border (perhaps in
another programme) then I think you could copy/paste your design using
Insert/Empty Picture frame. I am a newbie myself and I have just had a go at
it! If there is an easier way then I'm sure someone will be along soon to
put you on the right track.

BorderArt. Draw a rectangle, select the shape, lines, more lines, BorderArt,
create custom.

I have searched for Border Art but cannot find it. I said I was a newbie can
you help please? Publisher 2007. It would certailny help me. It's probably
stareing me in the face. Thanks a lot.

BorderArt is in the Lines menu, draw your rectangle or select a text box, click
the line menu, more lines, BorderArt is below the line weight.
