Border Art

I am trying to add a custom border for a flyer that I am doing but when I try
to add it to the menu it keeps giving me an error message that says ,"the
image is too complex to be made into a border."

Some clipart is too complex. That said, a poster had success opening Publisher
as Administrator and then creating the custom BorderArt. The BorderArt will be
available when you open Publisher normally.
