Hello;

I have installed BCM twice, but can find no way to launch
it from within or out of Outlook.

Anybody have an answer??

Are you trying to use it with an Exchange account? If you have an Exchange
account in the profile, BCM will not load. Try creating a new profile with a
different type of account (POP3, or IMAP).
