Cached Mode does not show all emails

IF I turn off cached mode in outlook 2003 my mailbox shows several hundred more emails than I see while in cached mode. All of these are deleted emails but they are not being deleted from by mailbox on the server only from the local OST file. I have confirmed this by seeing the email both in OWA and outside of cached mode. I have two questions why is this happening?
Can I force my existing ost file to sync with the server?

All new email is downloaded to the OST.
