Calculate work complete to-date & stoplight chart

I am trying to calculate whether or not the project is on schedule and within
+/- 10% of where it is supposed to be on a certain date. Then I would like
to take that data and create a stoplight chart view for the major subtasks.

I know how to use graphics with a value but am stuck on the calculation.

Anyone?
