Calculating the CPI and SPI

Hello,

I calculated the CPI and SPI on my project. The CPI is 1.20 and SPI is
0.30.

Can I really observe the SPI and CPI when I know that a lot of task
started with X workers but the number of workers will increase by 2 or
3 when we will be at the peak of the task. THe task has about 1500 days
of work for 300 days of elapse.

The project is not late so is the data wrong ?
