Calendar - conference room scheduling issues

Does Office 2003 address the following two issues that Office 2000 has in
regard to scheduling conference rooms:

If all our employees had access to add appointments to any/all conference
rooms in the calendar... it means that everyone can also remove appointments
from that calendar. If someone really wanted that specific room for their
function, that person would remove the other appointment without consulting
the person who already had it scheduled. That caused some difficult
situations...(Does office 2003 solve this issue?)

Also, if someone assigns an appointment to that calendar as a private
message... nobody can read it other than a delegate (Does office 2003 solve
this issue?)
