Calendar not posting some appt's as Tentative...

Outlook 2002, not processing all new appointments the
same. Most process correctly, placing a tentative
appointment on the user's calendar at the specified date
and time. However, some appointments display this
calendar message when the message is opened "This meeting
is not in the Calendar; it may have been moved or
deleted." and are not placed in the calendar as
Tentative appointments. These messages are in the user's
inbox. The users has no rules. The user has three
delegates, but none of them do any processing of the
calendar.

Any ideas why some of the appointments do not process?
